Rules for the operation of crypto-exchanges will be created in Russia – Kommersant

The Russian authorities abandoned the idea of ​​creating a national crypto-exchange and decided instead to develop rules for the functioning of crypto-exchanges. Told about it “Izvestia” Anatoly Aksakov, head of the State Duma committee on the financial market.

As Anatoly Aksakov explained, since the exchanges will help businesses in carrying out cross-border settlements, restrictions may be imposed against them. At the same time, new crypto exchanges will appear. This concept is supported by the Ministry of Finance. The Central Bank will most likely regulate the work of crypto exchanges. The rules for the creation and operation of crypto-exchanges will be written in the draft law on experimental legal regimes.

Ivan Chebeskov, director of the financial policy department of the Ministry of Finance, said that the Central Bank believes that digital currencies should be comprehensively regulated. At the same time, a compromise with the Central Bank has already been reached: the agency agreed to introduce mining into the legal field of mining and give the opportunity to conduct international settlements and exchange operations with cryptocurrencies within the experimental legal regime.

Earlier, Anatoly Aksakov said that the cryptocurrency will appear as a legal product in 2023. However, it will not be possible to use it for internal settlements; it will be available only in foreign economic activity.
