Rostec proposed extending benefits for IT companies to electronics manufacturers

Deputy General Director of Rostec Nikolai Volobuev, at the panel discussion “Sanctions as an Opportunity for Development,” which took place today, September 11, as part of the Eastern Economic Forum (EEF), stated the need to expand government support measures for the technology sector. In his speech, Mr. Volobuev, in particular, said that he considers it expedient to expand the list of types of economic activities for which it is possible to accredit IT companies in the register of the Ministry of Digital Development, introduce measures of state support for companies not included in the register, and also launch mechanisms to support companies engaged in production of electronics and radio electronics, similar to those that are now available to accredited IT companies.

“These are preferential mortgage lending programs, subsidizing the cost of rental housing, and reduced income tax rates. These measures, we are confident, can and should be supported by regulatory documents,” said Mr. Volobuev.

Now Russian IT companies accredited by the Ministry of Digital Development are included in the ministry’s register and receive a number of benefits. Among them are the ability to pay reduced insurance premiums, zero income tax, exemption from inspections, and access to loans at preferential rates. In addition, employees of such companies receive a deferment from conscription and mobilization, as well as the opportunity to take out a mortgage at preferential rates. An IT company can apply for a place in the register if its main OKVED code coincides with one of the 31 specialized IT-OKVED codes listed in government decree No. 1729. By data Ministry of Digital Development, as of July 25 of this year, 17 thousand IT companies were accredited.

Kommersant’s interlocutors in the electronics and microelectronics market said that industry representatives have repeatedly contacted the Ministry of Industry and Trade since 2022 with requests to extend the benefits received by companies accredited with the Ministry of Digital Development to electronics manufacturers. The industry’s most popular support measures were those related to preferential mortgage lending.
