The shortage of specialists in the field of IT and the radio-electronic complex in Rostec organizations alone exceeds 2,500 people a year, said Yulia Tsvetkova, director of personnel management at the state corporation.

“In the Russian labor market, there is an acute shortage of qualified IT specialists, specialists in the radio-electronic complex of various profiles. The annual need for these specialists only in the organizations of the corporation exceeds 2,500 people, and the demand is constantly growing, – quotes her TASS.

The deficit, according to her, affects more than 230 organizations of the corporation in 47 regions of Russia, personnel are needed in 40 major IT specialties.

Among the measures it proposes to improve the situation, which leads Rostec’s Telegram channel, expanding the list of types of economic activity for which companies can be accredited to receive benefits. In particular, support, according to the state corporation, should be received by IT specialists working at enterprises in the field of electronics and radio electronics, aircraft manufacturing, engine building and automotive manufacturing. The share of income from the IT-direction of enterprises applying for accreditation should be reduced to 30%, according to Rostec.

In addition, state support measures available to enterprises in the IT industry should be extended to organizations developing electronic and radio-electronic products in the interests of the military-industrial complex, the state corporation stressed.

“For example, it would be right to provide defense industry employees with preferential mortgages at a rate of 5% and reduce insurance premiums from employees’ salaries to 7.6% for accredited companies,” Tsvetkova said.

On August 1, the Ministry of Digital Development announced that more than 400 organizations were excluded from the register of accredited companies operating in the field of IT in Russia. More than 150 budgetary institutions, 32 banks, 12 insurance companies, etc. were excluded from the register. The main activity of all these companies does not belong to the field of information technology, the Ministry of Digital Development explained.

In March, Prime Minister Mikhail Mishustin announced that the government would exempt IT companies from paying income tax and from inspections by regulatory authorities for three years. Organizations will be given the opportunity to issue loans “to continue working” and for new projects at a rate not exceeding 3% per annum. Employees of IT companies will be provided with preferential mortgages. In addition, such specialists, until they reach the age of 27, will receive a deferment from conscription for the entire period of work. Finally, the government will expand the grant program for the creation of domestic solutions, Mishustin added. On March 2, Russian President Vladimir Putin signed a decree on measures to support the IT industry and its further development against the backdrop of sanctions pressure.
