The oil company Rosneft presented its flagship project “Vostok Oil” during the opening of the days of the Krasnoyarsk Territory at the “Russia” exhibition and forum at VDNKh. The Krasnoyarsk Territory is a strategic region where Rosneft operates. There are 17 subsidiaries in the region, including such large enterprises as RN-Vankor, Vostsibneftegaz, Slavneft-Krasnoyarskneftegaz, Achinsk Oil Refinery, as well as the company’s service, sales and logistics enterprises. In the north of the Krasnoyarsk Territory, Rosneft is implementing the largest investment project in the modern global oil and gas industry – Vostok Oil.

Kotyukov pointed out, among other things, that the largest companies and achievements of Russian science are present at the Russia exhibition. He then recalled the history of the development of the oil and gas industry in the region. The governor noted that in 2004, when the Vankorneft company was registered, “few people believed in the implementation of its plans.” “Some kind of oil there, in some north of the Krasnoyarsk Territory. Some kind of fairy tales! – the governor recounted the speech of the doubters with feeling. But as life has shown, Kotyukov continued, these are not fairy tales and the prospects for the project are “the most fabulous and rosy.”

In 2016, Rosneft sold a 49.9% stake in Vankorneft JSC to several Indian companies for RUB 227 billion.

According to Kotyukov, after about 20 years, the Krasnoyarsk Territory has become a leader in many economic indicators. For example, the region is among the top five leaders in attracting investments and among the top ten leaders in key macroeconomic indicators, Kotyukov emphasized. The governor did not leave his partners without praise: Rosneft, in his words, “sets the structure of the economy and shapes the image of the region.”

About 15 years ago, Kotyukov again recalled, Russian President Vladimir Putin launched the industrial development of the Vankor oil and gas field. During this time, a total of 259 million tons of oil and 47 billion cubic meters were produced. m of gas was transferred to a unified water supply system, he noted.

Taking into account Rosneft’s plans, the region will become “one of the basic, supporting centers of the country, forming long-term macroeconomic stability and economic stability,” the governor expressed confidence. In the Krasnoyarsk Territory, among other things, a forest climate project is being implemented, which is necessary to reduce the carbon footprint of the flagship project of the Vostok Oil company in the future, he said.

In addition, the Institute of Oil and Gas of the Siberian Federal University is considered to be the source of personnel in the region for this field. In 2023, 45 people are applying for one place in the specialty “oil and gas engineering”. “This is how young Krasnoyarsk is today and believes in the prospects for the company’s development,” the governor emphasized.

Regarding employment, he noted a 100% result: 500 people graduate – 500 people are employed, “you rarely see this.” In addition, from 2023 in the Krasnoyarsk Territory, early career guidance has been returned for schoolchildren, who, from the 6th grade, begin to get acquainted with production as part of the curriculum.

Vice President and Chief Geologist of Rosneft Andrei Polyakov noted during the presentation that the resource base of the Vostok Oil project exceeds 6.5 billion tons, the oil is premium and, most importantly, low-sulfur. According to him, record low unit production costs, as well as a low carbon footprint, which is only a quarter of the global average for new projects, make Vostok Oil one of the most promising oil production projects in the world.

According to the calculations of industry experts, the implementation of the project will increase annual GDP by 2%, according to the project information sheet (available to Vedomosti).

The Vostok Oil project is indeed becoming the main driver of economic development in the Krasnoyarsk Territory, notes Valery Andrianov, associate professor at the Financial University under the Government of the Russian Federation, expert at the InfoTEK analytical center. He explains that, according to calculations by the Institute of National Economic Forecasting of the Russian Academy of Sciences, due to the participation of regional enterprises in construction work and logistics, the Krasnoyarsk Territory could account for up to 14% of the total income within the investment stage of the project.

Only in the period until 2024 this is over 250 billion rubles, Andrianov points out, and at the operational stage of the project these figures can increase significantly and reach 23.5 trillion rubles, which is approximately 10 times higher than the annual GRP of the region.

Managing Director of the NRA rating service Sergei Grishunin adds that within the framework of the Vostok Oil project it is planned to form a new oil and gas province on the Taimyr Peninsula, including both the already developed fields of the Vankor group and new fields in the north of the Krasnoyarsk Territory (Payakh group, West Irkinsky area , East Taimyr group).

To meet the needs of the project, a port is being built in Sever Bay, from which oil is planned to be exported along the Northern Sea Route, recalls Grishunin. By 2030, after the implementation of the second and third stages of the project, the volume of oil transshipment will increase to 100 million tons per year.

The project stimulates the development of related sectors of the economy, Grishunin notes. Thus, for the implementation of Vostok Oil, it is planned to build 50 vessels of various classes, including tankers, gas carriers, and support vessels. A long-term contract was also signed for the supply of up to 100 domestically produced drilling rigs. “The implementation of the Vostok Oil project will give impetus to the development of mechanical engineering, metallurgy, electric power, road construction, shipbuilding and will have a significant multiplier effect,” he notes. In total, contracts worth more than 550 billion rubles have already been concluded, of which the Krasnoyarsk Territory will account for up to 30%.

Andrianov draws attention to the fact that, despite external challenges, the implementation of the project is progressing very successfully. For example, in the first half of 2023, more than 2,200 linear meters were completed within the project. km of 2D seismic exploration and 1600 sq. km of 3D work – drilling of two exploratory wells has been completed, drilling of three more has begun, and eight wells are at the testing stage. As part of the pilot development of the Payakh cluster, 27,000 m were drilled, and eight production wells were completed. In July 2023, the company began pilot development of another field, the Baikalovskoye field. In addition, the construction of the main oil pipeline “Vankor – Payakha – North Bay” is underway; 200 of the 770 km of the pipeline have already been laid.
