Roskomnadzor included a video game in the ARI register for the first time – Kommersant

The mobile network shooter PUBG Mobile and its publisher, the Singaporean company Proxima Beta, are included in the register of information dissemination organizers (ORI). This registry usually includes all network services with the ability to communicate between users: social networks, forums, sites with feedback or comment forms, and the like. The game was added to the register on September 22, and the Roskomsvoboda project (declared a foreign agent) drew attention to its addition.
Participants in the ORI registry, under the threat of blocking, are required to store data on their users and their actions on the territory of Russia, as well as deploy operational investigative measures on their systems. PUBG Mobile is the only video game that will be included in register ORI, no decisions to include games in the registry have been announced previously. In August 2023, it became one of the first foreign applications published in the RuStore mobile store (developed by VK under the auspices of the Ministry of Digital Development).
Applications for recognition of an Internet resource as an organizer of information dissemination are prepared by the FSB. Roskomnadzor, which maintains the register, told Kommersant that they added PUBG Mobile to it “based on such a request” in order to ensure measures “provided for by legislation in the field of information security.” The FSB did not answer Kommersant, and the Chinese Tencent did the same (it acts as a contact person on PUBG Mobile issues, a shareholder of the South Korean Krafton, the owner of the PUBG brand).
The idea of introducing the same requirements for video games as for ARI, back in 2021 announced Scientific and Technical Center GRChTs (subordinate to Roskomnadzor). His report noted that video games have effectively become social networks, which creates “the risk of the gaming space being used for the purposes of agitation and radicalization.”
