Rosfinmonitoring may oblige banks to carry out money transfers with information about their recipient. The changes may come into effect on January 1, 2026. This was reported RBC with reference to the new version of the bill, which was submitted in February 2023.

According to RBC, in the new version of the document, Rosfinmonitoring proposed:

• Exclude the date of birth from the data that banks will be required to indicate. Also, instead of full names. it is proposed to indicate only the surname and initials, and the details of the identity card – the series and number or IIN.
• Introduce exceptions for transfers through the Fast Transfer System (SBP). It will provide for the possibility of sending information about recipients from a credit institution serving the recipient or the payment system operator. In this case, you will not need to indicate passport data, IIN and bank account number.
• The entry into force of the bill will be postponed to January 1, 2026. In the previous version, it would have entered into force 365 days after its official publication.
• The Bank will establish information about the recipient based on the data provided by the client or contained in the interbank exchange systems.

According to the current version of the anti-money laundering law, when making a money transfer, it is necessary to provide information only about the payer, information about the recipient is not required. Earlier, Rosfinmonitoring spoke about plans to make it mandatory to provide the recipient’s personal data for domestic and cross-border transfers. The agency also wants to set a limit on transfers without opening a bank account at 100,000 rubles. or its currency equivalent. The original version of the relevant bill was criticized by banks that fear the growth of shadow transfers.
