Rosfinmonitoring allowed the introduction of an experimental legal regime under the law on mining

Deputy Director of Rosfinmonitoring Herman Neglyad admitted that an experimental legal regime could be introduced in Russia if a new parliamentary bill on mining regulation is adopted.
November 17 State Duma deputies made draft law on regulation of mining in Russia. The document proposes to allow miners to sell digital currencies either through a special platform inside Russia or through foreign systems without complying with the law on currency regulation. The document also proposes to ban the advertising of cryptocurrencies and their offer to the general public.
“The bill has just been introduced, it is a parliamentary bill, it needs to be analyzed,” said the deputy head of Rosfinmonitoring. He noted that in 2020 a law was passed that allowed citizens and legal entities to own cryptocurrency with its mandatory declaration.
“Therefore, the proposed bill will be discussed. Perhaps there will be an experimental legal regime, which is discussed there. This option is to look within this mode on a limited number of participants and evaluate all the pros and cons and risks of this product. Whether we like it or not, the citizens of Russia own and use this tool — cryptocurrency,” said Herman Neglyad.
