State corporation “Rosatom” has sent documents to participate in the tender for the construction of the first nuclear power plant in Saudi Arabia, said Russian Deputy Prime Minister Alexander Novak.

“Documents have been sent for a tender for the construction of a nuclear power plant in Saudi Arabia,” Novak wrote in an article for Energy Policy magazine.

He recalled that Rosatom is implementing projects for the construction of nuclear power plants in a number of other countries – China, India, Bangladesh, Turkey, Hungary, Egypt. In particular, in May 2022, the “first concrete” was poured at power unit No. 4 of the Xudapu NPP in China. In July 2022, the official start was given to the construction of the fourth power unit of the Akkuyu NPP in Turkey and the construction of the first power unit of the El Dabaa NPP in Egypt began.

Novak added that plans are being discussed to build a second nuclear power plant in Turkey.

In 2015, Russia and Saudi Arabia signed an intergovernmental agreement on peaceful nuclear power. In the same year, Saudi Arabia announced its intention to build 16 nuclear power units by 2030. The total cost of construction reaches $100 billion. According to the country’s plans, electricity generation at nuclear power plants should cover 20% of Saudi Arabia’s needs.

In 2018, Rosatom submitted an application for participation in a preliminary tender for the construction of two nuclear power units in Saudi Arabia. At the end of 2018, the head of Rosatom, Alexei Likhachev, announced that the state corporation had moved to the next stage of the tender. In September 2019, Likhachev noted that Rosatom had passed the prequalification in the tender for the construction of a nuclear power plant in Saudi Arabia, among five other countries.

In the summer of 2021, the Minister of Energy of Saudi Arabia, Abdel Aziz bin Salman Al Saud, stated that cooperation with Russia includes the field of nuclear energy, the design and construction of reactors in the country.
