Roskomnadzor (RKN) identified 916 subscribers from telecom operators, each of whom has more than a thousand SIM cards, and the number of numbers in total is 6.6 million. As reported “Interfax” in the RKN press service, this may be a sign of a violation of the law.

“Roskomnadzor, together with operators and other interested departments, will check information on users who own a large number of SIM cards and establish the legality of the process of issuing them,” the department said.

According to current legislation, there are no restrictions on the number of SIM cards per subscriber. However, the presence of several SIM cards, the RKN explained, may be a sign of violations of the established registration process or “fraudulent actions on the part of the subscriber, dealer or telecom operator.”

RKN based on the results of inspections for 2023 revealed 43 million mobile numbers of subscribers of Russian telecom operators that were registered with violations. In total, 351 million SIM cards are registered in Russia. In 2022 and 2023, the RKN, together with the Ministry of Internal Affairs, carried out about 200 events, during which more than 78 thousand “gray” SIM cards were seized.

In April last year, operators began mass sending notifications to subscribers asking them to confirm their passport details. In August, RKN began blocking numbers without personal identification.
