RBC: The Ministry of Education and Science estimated medicinal sovereignty at 200 billion rubles

A working group under the Ministry of Education and Science has developed a concept for supporting the pharmaceutical industry, according to which Russia can achieve drug sovereignty by 2030. About this informs RBC with a link to the document. Its authenticity was confirmed by three sources familiar with the content of the project.
To achieve drug sovereignty will require 200 billion rubles. It is assumed that by the beginning of the next decade, drugs manufactured in Russia will occupy 85% of the market in quantitative terms and 75% in monetary terms. Currently, the share of foreign drug manufacturers in the Russian market in monetary terms is 55% with a total market volume of 2.3 trillion rubles, in quantitative terms – 33% of 6.5 billion packages.
The plans also include the development of their own drugs. To date, the share of Russian drugs on the market is 11% (in money terms) and 5% (in units). These figures are planned to increase to 35% and 15% respectively. It is noted that Russia is also going to increase the export of original drugs: by 2030, they want to bring at least 50 domestic drugs to the international market.
The concept pilot was sent to Deputy Science and Higher Education Minister Alexei Medvedev, two sources said. In the future, the initiative will be presented to Deputy Prime Minister Dmitry Chernyshenko, who oversees research and development. The press service of the government reported that the document has not yet been received. Interlocutors of the publication in the Ministry of Education and Science confirmed that work on the concept was underway.
Among the measures to support the industry, the working group proposes grants for drug development, a system of guarantees for the purchase of drugs from manufacturers, tax preferences, the formation of competence centers based on leading universities, and a flexible drug registration procedure.
The project’s customers are the Russian pharmaceutical companies R-Pharm, Biocad, Active Component, ChemRar and others. Lomonosov, Sirius University, developers of Russian vaccines, Center. Gamaleya and the Center. Chumakov, industry research institutes of the Russian Academy of Sciences, etc.
