RBC: the implementation of the "pilot" for the online sale of prescription drugs is delayed

The implementation of the experiment on remote sale of prescription drugs, which began on March 1, is being delayed: the delivery of drugs to the buyer, which is supposed by it, is still not available, writes RBC.

According to the publication, the reason for the current situation is the unavailability of the regulatory framework. By law, the executive authorities of the regions in which the experiment is being conducted must approve the procedure for selecting organizations to participate in it, as well as the rules for information interaction in the formation and use of prescriptions for drugs.

If the first regulatory document was adopted in all three regions (Moscow, Moscow and Belgorod regions), then the regulation on information interaction was adopted only in Moscow. According to it, data exchange will take place between a medical organization or a pharmacy and the automated information system “Unified Medical Information and Analytical System of Moscow” (EMIAS). For market participants to submit applications for participation in the experiment, both documents are required, as well as permission from Rospotrebnadzor, notes RBC.

Interviewed by the publication, market participants noted that there is nothing critical in delaying the implementation of the experiment; its full-fledged launch is likely to take place by summer.

How wrote Earlier than Vedomosti, the mechanism for selling medicines in the capital market is too complicated for customers, which is why a number of large marketplaces are not ready to participate in it. To order the delivery of a medicine, the client must go to the EMIAS application, select his prescriptions, and then go from the application to the pharmacy website or online platform.

The prescription drug delivery experiment is scheduled to last three years and end on March 1, 2026. It will take place in Moscow, Moscow and Belgorod regions. 904 international generic names of medicines will be available for online sale, with the exception of narcotic and psychotropic substances, vaccines, antidepressants, abortion pills, etc.
