RBC learned about the proposal to introduce a three-year moratorium on debt collection from residents of Donbass

The Ministry of Justice proposed to introduce a moratorium on the collection of debts to banks and collectors for residents of the DPR, LPR, as well as the Zaporozhye and Kherson regions. This was reported RBC with reference to the document and the words of the representative of the Ministry of Justice. The moratorium is expected to be in effect until January 2026.

According to RBC, changes will be made to the federal law “On the protection of the rights and legitimate interests of individuals in the implementation of activities to return overdue debts” and the federal law “On microfinance activities and microfinance organizations.” The amendments were prepared by the Ministry of Justice. Their authenticity was confirmed by a source familiar with the discussion of the initiative, as well as a representative of the Ministry of Justice. According to sources of the publication, the document was agreed with the Ministry of Finance, the Federal Service of Financial Bailiffs and the State Legal Department of the President, it was submitted to the government.

It is assumed that for individuals in the territory of four regions a ban will be established on the return of overdue debts to banks and microfinance organizations. At the same time, the ban does not apply to debts to individuals, debts on business loans, as well as debts on housing and communal services.

The Russian Promsvyazbank operates on the territory of the DPR, LPR, as well as the Zaporozhye and Kherson regions. The Central Republican Bank also operates in the DPR, and the State Bank of the LPR operates in the LPR. In addition, the Russian TsMRBank started operating in the DPR, LPR and Zaporozhye region in October.
