Russian banks are discussing the possibility of reducing the free limit for users of money transfers to themselves in another credit institution from 1.4 million to 300-600 thousand rubles. per month. This is reported RBC with reference to two sources in the financial market.
A bill prohibiting banks from charging a commission for transfers of individual clients up to 1.4 million rubles. per month to their accounts with other banks, was adopted in the first reading in December 2022. The Bank of Russia proposed to set the indicated price level. It was assumed that the specified amount could be transferred without a commission, including through the Fast Payment System.
As the interlocutors of the publication clarified, against the limit of 1.4 million rubles. made, in particular, Sberbank and VTB. According to one of the sources, these credit institutions proposed to set the limit of free transfers at the level of 200 thousand rubles. However, small banks generally maintain a no-fee limit of 1.4 million rubles.
Anatoly Aksakov, head of the State Duma committee on the financial market, said that the version of the bill, which will be submitted for the second reading, is currently being discussed. “We expect to accept it in the spring session. The main discussion is built around the size of transfers without commission,” he said. According to Mr. Aksakov, different figures are called as a limit – from 100 thousand to 1.4 million rubles.
The corresponding bill was submitted to the State Duma on July 8, 2022. We are talking about transfers between accounts (deposits) of one individual in different banks within one month. Some representatives of the financial market believe that this initiative will increase the level of competition in the market and allow citizens to freely manage their money, while another argues that it will lead to a loss of a significant part of income and additional costs.
