Russian President Vladimir Putin signed law on the introduction of the digital ruble and the creation of an appropriate electronic platform. Now the Russian ruble will be presented in three forms: cash, non-cash and digital. The law, with the exception of a number of provisions, will come into force on August 1, 2023.
It will be possible to carry out operations with the digital ruble using a special information system. In accordance with the law signed by the president, the Bank of Russia becomes the operator of the system. The regulator will also determine the tariffs for transactions with the digital ruble and the timeframe for which Russian banks must provide customers with the opportunity to use transactions with the new currency. For citizens, the cost of transactions with the digital ruble will be free, for businesses – 0.3% of the payment amount.
A digital ruble is a unique electronic code (token). Unlike cryptocurrency, it is issued exclusively by the Bank of Russia. It is also secured by gold and foreign exchange reserves and is pegged to the value of the national currency. Digital rubles will be stored in digital wallets.
The digital ruble initiative was developed by a group of deputies headed by Anatoly Aksakov, chairman of the financial market committee. State Duma approved law in the second and third readings on 11 July. On July 19, the introduction of the digital ruble was approved by the Federation Council. Bank of Russia planned testing digital rubles in real operations for August.
