Putin signed a law tightening requirements for alcohol producers

Russian President Vladimir Putin signed law on tightening requirements for producers of ethyl alcohol and alcoholic beverages. The law is designed to increase the transparency of alcohol producers and help combat illegal production.
The document changes the requirements for the authorized capital of organizations that apply for a production license. From July 2026, the authorized capital of such organizations should be not 10, but 100 million rubles.
The law also introduces reputation requirements. From July 2025, a list of individuals whose business reputation is recognized as unsatisfactory will be introduced. They will be prohibited from holding leadership positions, as well as from entering management bodies and controlling organizations that apply for a license to produce ethyl alcohol or already have one. Individuals will be included in this list for a period of five years, but early exclusion is possible by decision of the Supreme Court.
A number of changes concern beneficial owners and controlling individuals of such organizations. If among them persons with an unsatisfactory business reputation are found, the organization’s license will be suspended. If an organization only applies for a license, it will be denied.
The law comes into force on July 1, 2024, except for those provisions for which a different deadline is established.
According to Rosalkogoltabakcontrol, in the first two months of 2024 in Russia produced 10.362 million deciliters (dal) of vodka. This is 5.5% more than the same period in 2023.
