Putin ordered to extend the moratorium on business inspections for next year

Russian President Vladimir Putin proposed to Prime Minister Mikhail Mishustin to extend the moratorium on business inspections until 2024. An exception, according to the president, should be made only for extremely high-risk facilities. Mikhail Mishustin supported the president’s proposal.

After listening to the report of Deputy Prime Minister Dmitry Grigorenko on the reform of control and supervisory activities and the explanations of Mikhail Mishustin, Vladimir Putin said: “Let’s extend (the moratorium) until 2024.“Ъ”). “We talked about this. The prosecutor, I remember, proposed a longer term. I think that of course yes. We just need to determine the deadline,” answered Mr. Mishustin.

“Well, the prosecutor’s office always offers a longer sentence. You and I must determine which is optimal,” Vladimir Putin answered with a smile. “Here is the period that the prosecutor’s office proposes for a moratorium. This is such an opposite trend,” the Prime Minister noted.

The decree, according to which unscheduled inspections at enterprises are carried out only on instructions from the president, the government and the requirements of the prosecutor’s office, has been in force since March 2022. Exceptions are established only for objects with high categories of risk of harm. Last December, the moratorium was extended until 2023.

In November, the Federation of Independent Trade Unions of Russia appealed to the government with a request to lift the moratorium on business inspections. According to members of the organization, the introduction of the moratorium limited the action of the federal labor inspectorate, as a result of which the protection of labor rights and freedoms of citizens became difficult.
