Putin instructed to work out the issue of allowing the self-employed to rent apartments as housing

President Vladimir Putin ordered that a proposal be submitted by the president of the Opora Rossii organization, Alexander Kalinin, to rent out apartments to the self-employed as housing. This was decided at a meeting of the Presidium of the State Council for Tourism Development, reports TASS. Mr. Kalinin asked Mr. Putin to allow the self-employed to rent apartments as housing.

The head of Opora said that a large number of apartments have been built in some regions, which the self-employed cannot legally rent out, since they are not allowed to rent out non-residential premises. “If they were allowed, they would be able to rent apartments legally and pay at least a penny to the regional budget,” said Alexander Kalinin. He also stated that in tourism, 50% work either in the gray area or in the dark.

“I agree, what difference does it make whether an apartment is rented or an apartment, I don’t see any economic sense in dividing it … Let’s mark it in the list of instructions that we are now preparing,” the president replied to the proposal to rent apartments legally.

“Opora Rossii” is an all-Russian public organization of small and medium-sized businesses. Self-employment is a form of receiving remuneration for your work directly from customers, in contrast to hired work.

At the end of July, the head of the State Duma Committee on Construction, Sergei Pakhomov declaredthat the apartments will not fall under the Housing Code, but for their owners they can reduce taxes. “Kommersant” found out that the authorities are considering the possibility of allowing apartment owners who rent them out to register as self-employed and pay 4% of their income to the budget. Now those who rent apartments have to pay at least 6% to the budget.
