Russian President Vladimir Putin instructed to establish a unified procedure for the pre-trial settlement of disputes regarding credit debts of citizens by May 1, 2024. This is stated in list instructions following a meeting with the government.

The text of the document states that when building a procedure for pre-trial dispute resolution, it is necessary to take into account the experience of the Central Bank. According to it, banks will not be able to demand compliance with their terms during the dispute settlement period. In addition, the ombudsman for financial services consumers will be prohibited from participating in this process.

By May 1, 2023, the total debts of Russians to credit institutions reached 30.22 trillion rubles. The level of debt among citizens at that time was 41%.
