President Vladimir Putin instructed The State Duma by July 15 to consider a bill on depersonalization of personal data. The corresponding instruction was given following the results of the Journey into the World of Artificial Intelligence conference held at the end of November last year.
Mr. Putin instructed the lower house of parliament to expedite the consideration of the document, and the speaker of the State Duma, Vyacheslav Volodin, was appointed responsible for its implementation.
To develop AI in healthcare, the President ordered the creation of anonymized databases of patient data, as well as considering the possibility of Russian software developers accessing anonymized personal data to implement machine learning technologies.
According to the current legislation, personal data is subject to depersonalization when the purpose of their processing is achieved. To protect the rights of a citizen in the processing of his data, the Federal Law “On Personal Data” was adopted.
At the end of 2022, it was proposed to extend the mechanisms of the experimental legal regime (EPR) to the area of personal data processing. As part of the EPR business allowed comply with the current legislation with a number of features that allow the use of appropriate technologies.
