Russian Prosecutor General Igor Krasnov believes that it is impossible to completely abandon state control of business. However, in his opinion, more attention should be paid to the prevention of violations.
“I think everyone heard the position of President V.V. Putin on this matter, that there should be no business inspections, with the exception of those facilities where there is a high risk of injury to people or possible harm to the environment. I think this is absolutely correct. But it is impossible to completely abandon state control,” Mr. Krasnov said during a meeting with business representatives from the Orenburg region (quoted by TASS). The Attorney General added that it would be more correct to “shift the vector to the prevention of violations.”
On June 16, during his speech at the plenary session of the St. Petersburg International Economic Forum, Vladimir Putin asked the government, the prosecutor’s office and the Ministry of Internal Affairs to enshrine in the law the rule that business inspections can be carried out only by specialized departments, and strictly monitor its implementation. He said that in Russia the number of cases when inspections are carried out not by control and supervision, but by law enforcement agencies has significantly increased. According to the head of state, “this undermines the confidence of business in the reform of the control and supervision sphere, and affects the work of business.”
