Payments under compulsory motor liability insurance in the regions may decrease due to taking into account the local specifics of pricing. The Bank of Russia proposed corresponding changes in the formation of data on prices of automobile spare parts. According to experts, prices in reference books already lag behind the real ones, and the new rules will make this difference even greater. However, human rights activists note that the clients’ situation is unlikely to improve.
The Central Bank is going to strengthen regional specifics when calculating insurance payments under compulsory motor liability insurance. This is evidenced by the amendments to the current “Methodology for determining the amount of costs for restoration repairs” of a damaged vehicle published on Friday, September 22. Thus, the regulator proposes to include in the directory of auto parts, on the basis of which the insurance payment is calculated, information on prices, taking into account market analysis in the territories of the Russian Federation, except for Moscow and the Moscow region. First of all, the regulator has in mind the Far East, where insurance loss rates have increased this year (see Kommersant on September 6).
Today, in all regions, when determining payments under compulsory motor liability insurance, the cost of the part in Moscow and the region, adjusted for the regional coefficient, is actually taken into account. At the same time, the Russian Union of Auto Insurers (RUA), which creates the directory, will not be able to exclude entities previously included in it from the list. For territories that are not included in the list of such regions, the cost of the part will be calculated from the minimum price of the spare part among the costs for all regions from the list, which will need to be multiplied by the regional coefficient.
According to the Central Bank, in the first half of 2023, MTPL fees increased by 28%, exceeding 151 billion rubles. Over the same period, payments decreased by 1%, to RUB 79 billion. In total, more than 1 million payments were made.
According to RSA President Evgeny Ufimtsev, the Bank of Russia’s proposal will make the cost of spare parts in reference books more fair, in particular, taking into account the regional specifics of parts supplies, especially in the Far East, where right-hand drive cars are popular. Today, the cost of a basket of frequently damaged spare parts in the Far Eastern Federal District exceeds the cost of the same basket in Moscow by 10–16%. However, if these prices are formed according to price lists collected in Vladivostok, the relationship will be the opposite. For the most common brands in this region, including Honda, Mazda, Mitsubishi, Nissan, Subaru, Suzuki, Toyota, prices are 15–20% lower, explains Evgeniy Ufimtsev.
Experts confirm that such innovations allow insurers to pay less. Alexander Tsyganov, a professor at the Financial University under the Government of the Russian Federation, explains that insurers will be able to make payments more correctly and not overpay clients. This could reduce payments in a number of regions, for example, “where mainly right-hand drive cars are used, for which there is a separate spare parts logistics scheme (Far East), or in regions with developed parallel imports (Central region, Kaliningrad region),” points out Chief Specialist of the Loss Settlement Department of the AST Auto Insurance Department Alexander Palitsyn.
At the same time, experts remind that prices in reference books still do not have time to be updated on time and lag behind real market prices. The average price is calculated taking into account non-original spare parts and, moreover, does not always keep up with inflation, a Kommersant source in the insurance market points out. In particular, according to the RSA directory, taking into account analogs, a bumper for one of the popular cars can cost on average just over 8 thousand rubles. However, in reality, the price of an analogue can reach up to 10 thousand rubles, and the cost of the original spare part will be several times higher. That is, according to the directory, you can buy a “similar part”, since the prices are approximately the same, but you should forget about the original if it is not produced in Russia, he explains.
However, little will change for motorists. If a spare part is too expensive, insurers simply consider it unavailable and calculate the cost based on the prices of the cheapest Chinese analogues. And the Central Bank’s changes will not correct the situation, adds Anton Shaparin, vice-president of the National Automobile Union.
