Bankers are asking the Ministry of Digital Transformation not to take money from them for the use of biometrics collected for their databases and now transferred to the Unified Biometric System (UBS). According to experts, the current EBS pricing model will cost large banks hundreds of millions of rubles. The National Council of the Financial Market (NSFR) at the end of last week sent a letter to the head of the Ministry of Digital Development Maksut Shadayev with a request to adjust the tariffs for authentication using vectors in the EBS for market participants (“Kommersant” got acquainted with the document). According to the tariffs published on the GIS EBS website, banks must pay even for vectors for clients whose casts they themselves transferred to the system: from 3 rubles. (with single requests per year) up to 2.55 rubles. (more than 1 million requests per year). The authors of the letter note that there are no “exceptions and reducing factors for “donor” organizations” in the tariffs.

EBS was established in 2018. At the end of 2022, it had less than 300 thousand images. As a result, a law appeared, according to which banks must transfer the images collected for their biometric databases to the EBS without the consent of customers (see Kommersant dated December 20, 2022). According to the Center for Biometric Technologies (acts as the EBS operator), published in April, about 75 million samples have been accumulated in commercial systems. Banks are preparing to transfer their bases and must complete it before the end of September (see Kommersant of June 26).

A Kommersant source in the market emphasizes that credit institutions transfer their own biometrics to the EBS for free. According to the NSFR, the current pricing model involves costs of more than 500 million rubles. per year for a base of about 20 million samples, “which makes proactive sample collection impractical and will lead to the opposite result – a significant reduction in the EBS base.”

The NSFR believes that such a significant increase in current costs will lead to the need to increase the commission for the population for the services of banks that will use the EBS. The letter proposes to cancel the fee for banks to receive vectors for those clients whose images they have transferred to the EBS, both from their own biometric systems and those collected specifically for it.

The authors of the document also note that the EBS vectors can be used not only in the identification and authentication processes to provide commercial products, but also to conduct anti-fraud activities. They help to reduce cases of fraud with citizens’ funds, “including when checking for the presence or absence of signs of a transfer of funds without the consent of the client, under the influence of fraud or breach of trust.” Therefore, for such purposes, according to bankers, it is necessary to provide for reduced coefficients for paying vectors. The NSFR also offers an “unlimited subscription to the right to receive vectors.”

The Ministry of Digital Development stated that they had not yet received a letter, but were ready to consider the proposals of the NSFR. They clarified that the bank should not pay for the initial transfer of EBS vectors, but subsequent transfers are paid. In addition, the calculation methodology provides for situations “that allow you to reduce the cost of vectors.” The Ministry of Digital Development believes that the underlying approach will ultimately be cost-effective for organizations.

So far, the use of biometrics by individuals to receive goods or services is small. According to a SuperJob survey, 81% of Russians are not ready to “pay in person” and citizens are distrustful of the delivery of biometrics. As Viktor Dostov, head of the Association of Participants in the Market of Electronic Money and Money Transfers, notes, problems with the promotion of biometrics in the financial sector are associated “with the distrust of the population in the very idea, including the fear of total control and identity theft.”

This initially held back the filling of the system with casts, market participants believe. The head of the association “Financial Innovations” Roman Prokhorov believes that “the situation does not change significantly and with the creation of the EBS GIS, billing for authentication operations does not contribute to its active use.”

At the same time, the profitability or unprofitability of biometrics for banks is highly dependent on the usage model. “If the cast allows you to open an account remotely and, even better, issue a loan, then both 3 rubles and 30 rubles are a very small fee,” explains Mr. Dostov. But the use to initialize the payment, he believes, with the current commissions becomes unprofitable for the bank.
