Patrick Balkany, who will be 74 on August 16, is serving a three-year sentence for “tax evasion”, pronounced by the Paris Court of Appeal on March 4, 2020, and another for five years for “aggravated laundering of tax evasion and illegal taking of interest”, judgment appealed on May 27, 2020. During the first trial, before the Paris Criminal Court, in September 2019, he was arrested at the hearing and imprisoned in the prison of Health. His wife, Isabelle, was sentenced for her part to three years and four years in prison in these two cases, but was not imprisoned. Both had been given an additional sentence of ten years of ineligibility and had to give up running the town hall of Levallois.
Legal process not completed
After five months of detention, the ex-mayor had been released for the first time on parole, for health reasons, in February 2020 and the spouses had been placed under an electronic bracelet in their property in Giverny (Eure). But, following a hundred incidents that occurred in the application of their judicial review, the Evreux sentence enforcement court, confirmed by the Court of Appeal, had revoked the couple’s sentence adjustment. . Patrick Balkany was imprisoned again in February. The fate of his wife had been suspended, because she was then hospitalized following a suicide attempt.
The legal journey of the ex-mayor is not over. In October, a new trial will be held on the two cases in which he was definitively sentenced, which will relate only to the quantum of the sentence imposed, following a decision by the Court of Cassation. Also suspected of having used municipal officials for personal purposes between 2010 and 2015, Patrick Balkany was indicted in July 2020 for “embezzlement of public funds”. He has also been prosecuted since February 2021 for “misuse of corporate assets”, “illegal taking of interests” and “embezzlement of public funds” in another case relating to suspicions of fraudulent use of premises belonging to the city of Levallois, between 2008 and 2015.
