Russian Minister of Industry and Trade Denis Manturov expects that foreign goods that the Russian Federation imports through the parallel import mechanism will be gradually replaced by Russian counterparts. The list of parallel imports has already been significantly reduced – from 1,300 to 300 items, the head of the Ministry of Industry and Trade said.
Parallel import is the admission of the import of goods approved by the Ministry of Industry and Trade, which are legally delivered to third countries, but are not allowed by the manufacturer to be imported into Russia.
“This mechanism is still preserved, but the number of positions has decreased several times: initially there were about 1,300, and about 300 positions remain. Well, it will gradually decrease as the Russian market is saturated with the presence of our Russian-made products,” said Mr. Manturov during the final board of the Ministry of Industry and Trade (quote from Interfax).
Russian President Vladimir Putin legalized parallel imports in June 2022. In September it extended until the end of 2023. In the list of goods allowed for import turned on, in particular, electronics, several brands of auto chemicals and tools for the Russian industry. Central Bank saidthat the establishment of parallel imports helps to reduce prices. FAS suggested extend the parallel import regime to all categories of goods.
