From May, the OTEKO company expects to receive 3 million tons of coal by rail, OTEKO commercial director for bulk cargo Alexander Gaganov told reporters on the sidelines of the forum “Mining Industry: Investment Projects and Support Measures.” This is exactly as much as OTEKO was transporting before the suspension of supplies, he clarified.

“We are ready to accept 6 million tons in the summer, and 5 million tons in the winter,” said Mr. Gaganov. According to him, shipment has been going on since March. Anyone interested “will go within the next few weeks,” he said.

As Kommersant previously wrote, coal miners, dissatisfied with the high transshipment rates at the OTEKO terminal in Taman, stopped sending cargo through it in February-March, which noticeably affected the overall loading of Russian Railways and caused criticism from the authorities (see “Kommersant” dated April 1). OTEKO has already made several tariff adjustments, the latest one below $19 per ton, which is half the starting $38–42 (see “Kommersant” dated April 12). “Our tariffs are now more than competitive,” said Mr. Gaganov.

Meanwhile, JSC Russian Railways does not confirm information on its obligations to OTEKO. “According to the company, the port cannot provide the stated volume of coal cargo with the agreements reached,” reported the Russian Railways OJSC. “In the conditions of rapid demand for transportation in the eastern direction, Russian Railways OJSC notes an increase in the demand for transportation in the direction of the Azov-Black Sea coast. In this situation, delays in concluding contracts for coal transshipment in the port of Taman will lead to the use of existing throughput capacities by other contracted cargo in the direction of other ports in the region.”
