Oreshkin considered the state, represented by officials, “not a very good owner”

“The enterprise is located in some region, lives its own life, the official is in Moscow, reads the report once a quarter. The main thing for him is not to take any risk, to unsubscribe from something, and so on. It is clear that such management does not lead to good results,” he said.
Thus, Oreshkin assessed the claims of the Prosecutor General’s Office for the seizure of private assets in the event of violations. The presidential aide emphasized that asset management must be “local” so that managers are motivated to make the enterprise “highly profitable” for more earnings and the opportunity to invest in new projects.
Over the past year, the state, represented by the Prosecutor General’s Office, filed and won several lawsuits challenging the privatization of a number of companies carried out in the 90s. The latest such cases include the seizure in favor of the state of the shares of one of the largest producers of methanol and formaldehyde in Russia, Metafrax Chemicals, as well as the Solikamsk magnesium plant.
In addition, in August, the Prosecutor General’s Office filed a lawsuit against the richest Russian businessman Andrei Melnichenko: the security forces want to recover for Russia’s income the shares of Sibeko, which the billionaire’s structures acquired in 2018 from the ex-Minister of Open Government Mikhail Abyzov, wrote “Vedomosti”.
