The Russian government has approved new rules for the provision of telephone services, which will come into force on September 1 and will be valid for six years. According to the document, mobile operators, in particular, will have the right to terminate a contract with a subscriber if he does not use communications for 90 days. The new version of the rules also gives telecom operators the right not to provide services to legal entities purchasing SIM cards for their employees if it is discovered that the legal entity did not provide information about the person who received the SIM card, or the provided data is unreliable.
In addition, the subscriber is given the opportunity to apply to port the number to another mobile operator via the Internet. The application must be confirmed by an electronic signature, the document notes.
The new rules also list channels for notifying subscribers about tariffs for telephone services. Among them are the subscriber’s personal account on the mobile operator’s website, SMS alerts or a call to the help desk. Through these channels, the operator must also be able to receive information about technical faults.
At the same time, according to the document, the operator must send notification of changes to the contract and connection of additional services to subscribers in writing, via SMS, voice call, personal account on the website or mobile application.
On December 12, the Ministry of Digital Development published a draft order expanding the list of situations in which Roskomnadzor and the Prosecutor General’s Office can conduct unscheduled inspections of mobile operators. The Ministry, in particular, intends to include in the list the fact that more than 5% of applications for number porting were rejected due to incorrect subscriber data. The largest telecom operators MTS, VimpelCom and MegaFon criticized the document.
