Of the 101 banks with a basic license in Russia, only three were able to open foreign accounts for international settlements, RIA Novosti reports, citing data from the Central Bank (CB). This information was confirmed to the agency by Anatoly Aksakov, chairman of the State Duma committee on the financial market.
