The head of the Federal Air Transport Agency, Dmitry Yadrov, at a meeting with Russian Prime Minister Mikhail Mishustin, said that the Russian passenger fleet currently amounts to 1,167 aircraft. Of these, 225 have only Russian registration, reports the words of Mr. Yadrov TASS.
The head of the Federal Air Transport Agency also said that the agency issued 617 airworthiness certificates for foreign aircraft fleets. He stated that there are more than 430 aircraft maintenance organizations in Russia. They have 23 hangars for all types of repairs, 21 organizations have received a certificate from the Federal Air Transport Agency that allows them to service imported aircraft, Mr. Yadrov added.
In March 2022 in Russia was accepted a law that allowed Russian airlines to re-register aircraft from a foreign fleet in the jurisdiction of the Russian Federation. At the end of September 2023, the State Transport Leasing Company (STLC) warned airlines about the possible risks of using the fleet outside the Russian legal framework due to US and EU sanctions. On September 29, several international flights of S7 airline to Bangkok, Dubai and Urgench were delayed. Airline representatives said that departures of these flights are postponed “until official permission is received.”
On October 4, it became known that Ural Airlines and iFly were unable to re-register aircraft from foreign lessors into Russian ownership until the end of September, while OFAC licenses allowing this were in effect. The lessor of Ural Airlines was able to agree with the US Treasury on extending until October 31 permission to transfer funds as part of the insurance settlement. iFly is in the process of extending its deadlines. So far, only Aeroflot has managed to successfully complete transactions.
