The only product from the borscht set (onions, beets, cabbage, potatoes and carrots) that has risen in price over the past year is onions, according to Vedomosti with reference to data from the Ministry of Agriculture. From February 2022 to February 2023, the cost of onions in the wholesale sector increased by 28.7%, to 19.3 rubles. for 1 kg. Other products became cheaper: cabbage – by 58.6%, to 12.7 rubles. per kg, potatoes – by 37.3%, up to 17.2 rubles, beets – by 28.8%, 15.8 rubles, carrots – by 20.4%, up to 18.8 rubles.

According to a Vedomosti source, the rise in onion prices was discussed at a meeting with the head of the Ministry of Agriculture, Dmitry Patrushev, on February 7. A representative of the Center for Agroanalytics (a subordinate agency of the Ministry of Agriculture) attributed the price increase to the weather conditions in the Central Asian countries that supply this vegetable: due to January frosts, vegetables that were stored in unheated warehouses deteriorated. In order to avoid a deficit, the authorities of Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan banned the export of onions from their territories to neighboring countries, including Russia.

An interlocutor of the publication in one of the retail chains said that after the ban on the import of onions from neighboring countries, retailers began to receive offers from Russian suppliers to increase prices. It was allegedly about increasing the cost by 20-60%, and sometimes by 150%. The Ministry of Agriculture did not comment on this.

Head of the Federal Antimonopoly Service (FAS) Maxim Shaskolsky in January informed Vladimir Putin that the FAS has ensured that retail chains will not raise margins on bread, milk, sugar and borscht above 5%. According to him, margins on socially important food products in federal retail chains have decreased from 22% to 5.5%.
