Number of transfers from PFR to NPF fell to historic low – Kommersant

The level of transfers from the Social Fund of Russia (SFR; until 2023 – the Pension Fund of Russia) to non-state pension funds (NPF) in 2022 fell to 9.2 thousand people, according to data from the Bank of Russia. According to Frank Mediathis is the minimum figure for the history of calculations.

“According to NPF data, as part of the 2022 transition campaign, for the third year in a row, there was a net outflow of insured persons from NPFs to the SFR. The number of citizens who moved from the SFR to the NPF amounted to 9.2 thousand people, those who returned from the NPF to the SFR – 82.1 thousand people. This indicates a continued decline in the client base of pension funds,” the regulator said in a new review key indicators of NPF.

Central Bank analysts point out that in the current circumstances, the purchase and pooling of funds remains practically the only way to increase the base of insured persons for a single NPF. According to the regulator, the total number of citizens who form savings in NPFs continued to decrease in 2023 and amounted to 36.4 million people by the end of the first quarter. The number of NPFs in the first quarter of 2023 decreased by 1. By the end of March, 38 NPFs operated on the market: 27 worked with mandatory pension insurance, 36 with non-state pension programs.
