According to them, Russian Deputy Prime Minister Alexander Novak instructed the Ministry of Energy to consider this issue. The information was confirmed by the vice-premier’s office.
“The Ministry of Energy has analyzed various options for countering the export of fuels intended for the domestic market, including the licensing mechanism,” the Ministry of Energy told Interfax. “Currently, an interdepartmental discussion is underway, it is still premature to talk about any approaches,” the department noted.
At the end of June Alexander Novak held a meeting on the situation on the oil products market. He instructed the Federal Antimonopoly Service and the Ministry of Energy to determine by August 3 measures to prevent the “gray” export of oil products. As one of the measures, the Ministry of Energy proposed to introduce a list of special exporters of petroleum products. Vice Prime Minister supported a proposal to limit the number of gasoline exporters.
However, according to Interfax sources, the Ministry of Economy spoke out against the introduction of a list of special exporters. Instead, the agency proposed introducing export licensing. At the same time, according to the interlocutor of Interfax, the Ministry of Energy is already preparing a list of companies that are not engaged in “gray” exports. In addition, the Ministry of Energy fears, agency sources say, that during licensing it will be difficult to monitor the work of a large number of licensors and form a balance for numerous exporters.
All these measures are associated with an increase in gasoline prices within the country against the backdrop of an increase in export alternatives and a small supply on the market. So, on July 24, the cost of gasoline AI-92 and AI-95 grew by 0.5% and 0.4%, up to 64.3 thousand and 69.9 thousand rubles. per ton, respectively. However, after the government declared about plans to limit the number of exporters of gasoline, wholesale gasoline prices in Russia began to decline.
