Networks added to BAM – Kommersant

Industry payments for electricity transmission services via main power grids will increase by 3 billion rubles. due to unexpected indexation of tariffs from May 1 by 6.3%, calculated in the “Community of Energy Consumers”. The total increase in the trunk tariff, taking into account the last three indexations, according to HSE analysts, amounted to 18%, which will increase the revenue of Rosseti for 2023 by about 60 billion rubles. Rosseti says that the tariff increase is needed to finance the energy infrastructure of the BAM and the Trans-Siberian Railway.
Industry payments for electricity transmission services via main power grids will increase by about 3 billion rubles. for May-December due to unscheduled indexation of tariffs by 6.3%, calculated in the “Community of Energy Consumers”. The total payment of large businesses directly connected to the main power grids for the entire 2023 may reach approximately 66 billion rubles.
The government unscheduled increased the main tariff by 6.3% from May 1 to December 31. The unscheduled indexation order was published on the evening of May 1 and immediately took effect. As Kommersant was informed by the Federal Antimonopoly Service, the tariff for services for the transmission of electricity through main networks from May 1 is 256.09 thousand rubles. for 1 MW per month, and for Dagestan, Ingushetia, Kabardino-Balkaria, Karachay-Cherkessia, North Ossetia, Chechnya and the Stavropol Territory – 100.54 thousand rubles.
Rosseti told Kommersant that the unscheduled tariff indexation is due to the need to finance large-scale infrastructure projects, including the development of energy infrastructure in the BAM and Transsib zones. As they wrote Vedomosti, the deficit of the Rosseti investment program for the electrification of the second stage of the development of the Eastern test site is 198.8 billion rubles. with a total cost of 267 billion rubles.
Due to the unscheduled indexation of the main tariff, the load will also increase on the territorial grid organizations (TSO, distribution networks in the regions), which also pay for electricity transmission services through the main grids.
According to the estimates of the Community of Energy Consumers, the costs of TSOs by the end of the year may increase by about 8 billion rubles. These unplanned TSO costs can later be passed on to commercial tariffs as well.
“The outstripping growth of tariffs for regional networks, the increase in cross-subsidization (additional payment by businesses for reduced tariffs for the population) and a new sudden increase in the main tariff, which has grown by almost 26% in less than a year, forms an prohibitively high tariff and price burden on the energy-intensive industry,” they say. “Community of consumers of energy.” – Its endurance is clearly overestimated, and the financial capabilities and potential for improving the efficiency of networks, on the contrary, are absolutely undeservedly downplayed.
The decision on additional indexation of trunk tariffs is quite unexpected, notes Sergey Sasim from the Institute for Economics and Regulation of Infrastructure Industries at the National Research University Higher School of Economics. Trunk tariffs have already been indexed twice last year: according to the plan from July 1, 2022 by 5% and unscheduled from December 1, 2022 by another 11.5%. According to the expert, taking into account the May indexation, the total increase in the trunk tariff in 2023 amounted to 17.6% year-on-year, that is, 3.5 times higher than the projected planned inflation (the Central Bank expects it to be at the level of 5-7%).
Such an increase in tariffs will allow Rosseti to increase the revenue of backbone networks for 2023 by about 60 billion rubles. year on year, says Sergey Sasim. And about 10 billion rubles. Rosseti will receive additional revenue due to the last indexation from May 1. The actual revenue of backbone grids in 2021 amounted to RUB 197.7 billion. Revenue data for 2022 was not published, and the planned revenue was estimated at 250 billion rubles. The head of Rosseti Andrey Ryumin reported that the revenue of the entire holding in 2022 increased by 6.5% year-on-year, to 1.3 trillion rubles.
The government’s order on unscheduled indexation of the main tariff from May 1 is an alarming signal, since it violates the decision taken in November 2022 to refuse to increase the tariffs of grid companies in 2023, Mr. Sasim believes. Given this precedent, the tariffs of regional TSOs can theoretically also be revised unscheduled. Although, according to the expert, the increase in the costs of TSOs for paying for services for the transmission (transit) of electricity through the main networks will most likely be taken into account in the tariffs for retail consumers for 2024.
