Elvira Nabiullina, Chairman of the Bank of Russia, believes that credit institutions should bear more responsibility for countering fraudsters. She expressed this opinion during her speech to the deputies of the State Duma.
“We need to continue the work, and the banks should bear great responsibility, because now only the people themselves are disentangling the consequences of social engineering,” Ms. Nabiullina said in the State Duma.
The head of the regulator believes that banks should compensate for losses to customers if the credit institution knew from the information exchange with the Central Bank that the transfer was being made to the account of fraudsters. This is a special database of suspicious accounts. Such a bill has so far been adopted in the State Duma in the first reading.
The head of the Central Bank spoke about stepping up work in countering fraudsters in 2022, after the regulator “had the necessary legal grounds.” Thanks to the new laws, the number of successful attacks has fallen, she said, despite the increase in the overall number. To combat social engineering, according to Ms. Nabiullina, it is necessary to coordinate the efforts of the Central Bank, law enforcement agencies, banks and telecommunications operators. She noted that there are already systems for quickly blocking fraudulent numbers and sites.
The speaker of the lower house, Vyacheslav Volodin, supported the initiative of the Central Bank on the obligation of banks to return money stolen by fraudsters. “The proposals of the Central Bank are focused on protecting our citizens. Let’s do everything so that people do not suffer,” said Mr. Volodin.
In 2022, the number of cases of theft of money from bank accounts of Russians decreased for the first time in seven years – by 15.31%, to 877 thousand. The amount of damage at the same time increased by 4.3%, to 14.2 billion rubles. The Central Bank reported that, on its initiative, more than 750 thousand telephone numbers were blocked, which were used by fraudsters.
