The Moscow authorities have expanded the program of concessional lending to industry for high-tech and knowledge-intensive industries, as well as enterprises developing digital infrastructure. This was announced by the mayor of the capital, Sergei Sobyanin.
“We are expanding the program of concessional lending to the capital’s industry. Such loans can now be received by high-tech and knowledge-intensive industries, as well as enterprises developing digital infrastructure,” wrote he is in his Telegram channel.
Sobyanin specified that the preferential rate would remain at the same level and amount to 3%. The full maximum interest rate on loans will not exceed the key rate of the Central Bank plus 3%, he added.
The program of concessional lending for investment projects of Moscow enterprises was launched in March 2022. It was approved as an anti-crisis measure to mitigate the consequences of a sharp increase in commercial loan rates. The operator of the program is the Moscow Industry and Entrepreneurship Support Fund.
In July 2022, the rate was reduced from 9 to 3%. The maximum loan amount also increased from 1 to 3 billion rubles. The loan term is up to three years. The loan can be obtained by enterprises registered in Moscow, which have been operating for more than two years and have no debts. The number of employees of high-tech industries should exceed 50 people, other enterprises – 100.
