“More than 19 billion rubles have been allocated. for the development of small and medium-sized businesses from the beginning of the year. More than 2,500 enterprises of the capital received assistance,” he wrote.

Thus, the volume of guarantees of the Moscow Guarantee Fund amounted to 18.3 billion rubles, and the total amount of approved applications for subsidies and grants for SME exceeded 1 billion rubles. Sobyanin estimated the volume of city subsidies to reduce interest rates on loans at 300 million rubles.

In the spring, a pilot project on lending secured by intellectual property was launched in Moscow, the mayor recalled, the first two agreements were signed in June. Since the beginning of the year, 11 grants have already been approved for the development of urban farms, he added.

Sobyanin last week informed about the launch in the capital of three additional programs of concessional lending to small and medium-sized businesses. Members of the Moscow Innovation Cluster with investment programs in IT, science and industry will now be able to get a loan for investment purposes at a rate of 3 to 4.5%. Borrowers who use intellectual property rights as collateral will be able to apply for loans at a rate of up to 3%, and the rate on venture loans for high-tech start-ups MIK will be 10%.

At the end of June, Sobyanin said that over 11 years, investments in Moscow’s fixed capital had grown 6.9 times to 30 trillion rubles. Last year, Moscow received more than 5.9 trillion rubles. as an investment, which is 2.2% more than in 2021. The main areas for investors were the transport and construction industries, manufacturing enterprises, as well as scientific and IT sectors, Sobyanin said.
