At a strategic session dedicated to the import substitution of software (SW) in various segments of the economy, Prime Minister Mikhail Mishustin sharply criticized the industry for the way his instructions to create industrial centers of competence (ICC) are being carried out. In particular, several projects of companies in which their own subsidiaries act as executors have been criticized. Also, the prime minister did not like projects involving the development of software for anchor customers from scratch, without taking into account the developments already existing on the Russian market. This was told to Vedomosti by two people close to major Russian IT developers. But they did not specify what specific ICC projects they were talking about.

The strategic session in the government on September 13 was attended by Deputy Prime Ministers Dmitry Chernyshenko and Denis Manturov, the Ministers of Digital Development, Transport, Agriculture, Energy, Housing and Utilities and Science and Higher Education with their deputies, as well as State Duma Vice Speaker Alexander Babakov (A Just Russia) ). They also invited representatives of large industrial customers and IT companies, in particular, Rosatom, Russian Railways, Kamaz, UEC, UAC, Aeroflot, Gazprom Neft, Rostelecom, Kaspersky Lab, etc.
