The Ministry of Digital Transformation told Kommersant that they are concerned about the rising cost of connecting communication networks to power grids after receiving a corresponding letter from major Russian telecom operators and fully support them. The ministry clarified that “the industry has confirmed cases of multiple increases in prices for technical connection due to the abolition of feed-in tariffs”, the cost of which has increased by 40-60 times. In this regard, the Ministry of Digital Development intends to analyze the impact of the abolition of feed-in tariffs on a possible increase in the cost of fixed and mobile services.

Earlier April 20 RBC wrote that major Russian communications and tower infrastructure operators (VympelCom, MTS, MegaFon, Service Telecom and Novye Towers) sent a letter to the head of the Ministry of Digital Development Maksut Shadayev, in which they complained about the increase in tariffs for connecting communication facilities to power grids. The letter states that as a result of the government decree that came into force in June 2022 on the abolition of preferential technological connection to power grids (see “Kommersant” dated July 4, 2022) the cost of connecting communication facilities to power grids with a capacity of 15 kW has increased many times and will continue to grow.

In VimpelCom, Kommersant was told that the sharp increase in the cost of electricity and other components “is not a positive factor for the operation of communication networks.” MTS noted that it is advisable to return to the rules that were in effect before the changes made by the government on the abolition of preferential connections to networks: “Cancellation of the preferential rate for connecting operators’ infrastructure facilities complicates the installation and commissioning of new base stations.” MegaFon confirmed the “negative impact on the economy of telecom operators.” Tele2 did not answer “Kommersant”.
