Mintsifra wants to replace paper documents with a smartphone when buying alcohol

Replacing paper documents with technological solutions in everyday situations is one of the tasks of the Ministry of Digital Development, said Maksut Shadayev, head of the department. The ministry, in particular, is thinking about how to ensure the purchase of alcohol or access to a business center for citizens using a smartphone with a pre-installed application and without the need to carry physical identification cards with them.

“The perspective is that a smartphone, which is in the hands of a person, should replace some of the documents that people now have to carry additionally. All in one device, in one application. It is clear that we are talking about some everyday situations, but everyday situations are just the most frequent cases. Our task is to make it possible to show a smartphone when buying alcohol or when entering a business center,” Mr. Shadayev said during today’s briefing (his recording is available on YouTube channel Russian government).

The Minister did not provide any details about the potential “digitalization” of documents, nor about the application with which such an initiative could be implemented.

Now in government list documents that the seller may require from the buyer of alcoholic products, 13 items. There are no digital documents in the list.
