The Ministry of Digital Development, Communications and Mass Communications (Mintsifry) of Russia has prepared a draft decree on a digital passport. According to the document, the government will be instructed to approve the procedure and conditions for using the mobile application, as well as the composition and procedure for processing the information provided in the electronic document, within 90 days from the date the decree comes into force.

As reported in the Ministry of Internal Affairs of the Russian Federation at the end of 2021, digital identity cards in the form of a smart card with an electronic carrier planned start issuing to Russians as early as January 2023. The pilot regions were to be Moscow, the Moscow Region and Tatarstan.
