Ministry of Finance refused tax breaks for hoteliers

The Ministry of Finance did not support the reduction of the tax burden on the hotel business. About it informs “Kommersant” with reference to the response letter of the department “Opora Rossii”.
It follows from the document that the Ministry of Finance refused hoteliers to exempt from VAT the services of tourist infrastructure facilities. The department considered that such a measure would lead to falling budget revenues. Officials also fear that support for the initiative will create a precedent and similar requests will be made by taxpayers from other sectors of the economy.
The Ministry of Finance also considered the arguments regarding the establishment of property tax benefits at the federal level unconvincing. The ministry noted that this payment goes to the regional budget, so the regional authorities have the right to independently determine the rate.
The proposal to reduce personal income tax to 7% for Russians employed in the tourism industry also did not like the department. According to officials, this possibility is not provided for by current legislation. In addition, the Ministry of Finance rejected the idea of reducing insurance premiums to 7% for participants in the tourism sector. It is noted that for small and medium-sized businesses, regardless of the type of activity, preferential rates of 15% are already provided for payments that exceed the minimum wage during the month.
The discussion of reducing the tax burden on the hotel business arose against the backdrop of its low profitability. According to Opora Rossii, the profitability of hotels under the main taxation system is 5%, and under the simplified system – 7%. In this case, the cost of taxes can be 23% of the total cost.
Opora Rossii Vice President Alexei Kozhevnikov said that the organization plans to continue discussing tax incentives for the industry, but at the government level. However, the managing partner of Ickert & Partners, Pavel Ickert, believes that it is unlikely that anything will come of this. In his opinion, it will be difficult for hoteliers to find counterarguments to the arguments of the Ministry of Finance.
