The Ministry of Energy of the Russian Federation will prepare a new energy strategy for Russia by mid-2023, said the head of the department, Nikolai Shulginov. “Priority sites were identified that have the best flood control effect: Nizhne-Zeyskaya HPP for 400 MW and Selemdzhinskaya HPP for 100 MW. We expect the construction of the stations to begin in 2024. In this case, the commissioning will take place in 2029-2030,” the head of the Ministry of Energy said at the Eastern Economic Forum (EEF) (TASS quote).

He stated that Russia has no problems with the production of equipment and turbines for large and small hydro generation. “Moreover, we already have measures in place to offset the negative consequences of the imposed sanctions,” said Nikolai Shulginov.

He noted that the Ministry of Energy of the Russian Federation intends to prevent a serious rise in prices for energy resources in Russia. The minister said that the Russian energy industry has managed to adapt to Western sanctions. According to Mr. Shulginov, the oil companies will be able to adapt to the forthcoming EU embargo on oil and gas imports from the Russian Federation by redirecting energy resources from the West to the East.

Mr. Shulginov believes that Europe will not be able to refuse gas from Russia even by 2027, since this will lead to a halt in the industry, including chemical, as well as gas generation.

The head of the Ministry of Energy of the Russian Federation said that by 2030 Russia would increase LNG production from the current 30 million tons to 80-100 million tons annually. Gazprom is discussing with partners the possibility of accelerated redirection of gas supplies from West to East, he added.

“Now the design materials for the start of construction of a gas pipeline to China through Mongolia are almost ready. Companies are discussing such topics,” said Nikolai Shulginov.

In early August, Gazprom reported that in January-July the company produced 262.4 billion cubic meters. m of gas, which is 12% or 35.8 billion cubic meters. m, less than in the same period of 2021. The state-owned company attributed this figure to a decrease in gas consumption in the European Union, which imposed sanctions on Russian energy carriers due to the military operation in Ukraine.
