Media: 929 billion rubles entered the Russian economy through the SZPK

Through agreements on the protection and promotion of investments (SPPK; an instrument for large investors with stabilization of conditions), 929 billion rubles entered the Russian economy. About it reported Kommersant with reference to the secretariat of First Deputy Prime Minister Andrei Belousov, who oversees this mechanism.

They reported that the planned volume of investment in the economy using this instrument has already exceeded 3 trillion rubles. It is clarified that a total of 60 agreements have been signed, which will provide 54,000 jobs.

Most of the agreements were concluded in the Sverdlovsk and Leningrad regions, as well as in Moscow, Bashkiria and Tatarstan. In monetary terms – in the Khabarovsk and Trans-Baikal Territories (by 301.7 billion rubles and 234 billion rubles, respectively). It is clarified that eight projects have already entered the operational stage, while the majority are still in the investment stage.

In April, Vedomosti with reference to Deputy Minister of Economic Development Murat Kerefov wrote, that after the unfreezing of the mechanism in December 2022, 19 new SPAs were concluded. The total volume of investments in the projects amounted to 1.1 trillion rubles. In total, by April 2023, 52 agreements were concluded in 33 regions with a capital investment volume of 2.4 trillion rubles.

The SZPK mechanism was launched in 2020, but was later suspended due to technical reasons. In December 2022, the mechanism was defrosted. Last year, the threshold for entry into investment projects was increased from 5 billion to 10 billion rubles. (the cost of the project takes into account not only own, but also borrowed funds). At the same time, for a number of industries the lower limit is set lower: for healthcare, education and culture – 750 million rubles, for agriculture, tourism and the digital industry – 1.5 billion rubles, for the food and processing industry, agriculture, digital economy – 1.5 billion rubles, for processing and transport – 4.5 billion rubles. If a party to the SZPK is a constituent entity of the Russian Federation, then the minimum investment threshold is RUB 200 million. Among the benefits that investors can receive are a stabilization clause (no change in the terms of the contract, including taxes and credit rates), reimbursement of infrastructure construction costs (50 or 100%), and exemption from paying windfall tax.
