Russian Post’s proposal to charge marketplaces a turnover fee for the use of the operator’s regional infrastructure initially has a “birth injury” – in terms of comparing this payment with projects to eliminate the digital divide. Rostelecom is developing communication infrastructure in the regions; telecom companies pay 1.2% of annual turnover for this and can use this infrastructure to provide services to customers.
