The deputies are preparing for submission to the State Duma an updated bill allowing the online sale of alcohol on marketplaces. This was reported Vedomosti a source close to the presidential administration. This was confirmed by the interlocutor in the industry association.
According to the source of the publication, before introducing an important bill that changes the rules of the market and the rules of life, it is necessary to evaluate what the Russians will say about it. In his opinion, in general, the initiative will be perceived positively, despite the need to refine some points. The Ministry of Finance drew attention to the shortcomings earlier.
In June, Andrey Klishas, head of the Federation Council Committee on Constitutional Legislation, sent a similar bill, developed after consultations with manufacturers, to the government. This was reported by RBC. But after the conclusion of the Ministry of Finance, according to Vedomosti sources, the bill was withdrawn, and the discussion of the initiative stalled.
Vedomosti refers to the conclusion of the Ministry of Finance, from which it follows that Senator Klishas also sent the bill to the President’s State Legal Department. Then the department requested the position of the sectoral ministries and departments: the Ministry of Industry and Trade, the Federal Antimonopoly Service, the Federal Anti-Alcohol Regulation (RAR).
The Ministry of Finance concluded that the agency will support the initiative conceptually if there is sufficient control over such activities, minimizing the risk of selling alcohol online, as well as complying with the prohibitions and restrictions established by the sale of alcohol at retail. In conclusion, the Ministry of Finance notes that the bill of Mr. Klishas can be supported “subject to significant revision.”
The Ministry of Industry and Trade, Roskomnadzor and RAP also “conceptually supported” the bill in their conclusions, but with their own comments on the labeling of alcoholic products, as well as blocking violating sites.
The RAR representative notes that in order to pass the bill, it is necessary to consolidate at the federal level a mechanism for maintaining a register of owners of sites that sell alcohol, and to determine a mechanism for controlling turnover in the EGAIS system.
At the same time, the Ministry of Finance proposes to introduce a number of additions to the bill. One of them is to establish liability for non-compliance with prohibitions in the retail sale of alcohol. The Ministry of Finance believes that the responsibility should be borne by the seller, and marketplaces will simply be an intermediary.
However, the FAS believes that the bill should include provisions on the responsibility of all persons involved in the remote sale of alcohol. Otherwise, the FAS points out, alcohol can be easily sold to minors.”
The President of the Association of Internet Trading Companies (Ozon, Wildberries, Yandex.Market and others) Artem Sokolov said that marketplaces support the point of view of the Ministry of Finance. The willingness to participate in online sales of alcohol was also expressed by Russian Post. The operator has already prepared the infrastructure as part of the experiment.
