The heads of regions were recommended to create conditions so that kiosks and other non-stationary facilities for goods of Russian manufacturers, including clothing and food, were opened near the entrances to shopping centers and shops. About it informed RBC with reference to the recommendation signed by Deputy Prime Minister – Head of the Ministry of Industry and Trade Denis Manturov. The authenticity of the document was confirmed in the office of the Deputy Prime Minister.
It is clarified that this step is necessary for domestic producers and farmers who will have the opportunity to sell their products. According to the document, thanks to this measure, representatives of small and medium-sized businesses will be able to use the shopping traffic of large shopping centers and shops. Among those who can open kiosks and tents in these places, Manturov includes farmers, manufacturers of textiles, clothing and footwear.
Trading places can be provided without bidding, on preferential terms or free of charge. The press service of the Ministry of Industry and Trade emphasized that the document is advisory in nature. They also added that only municipal lands would be used for these purposes. Meanwhile, the recommendation sent to the regions on January 11 says that the regional authorities need to submit a report with photographs of non-stationary shopping facilities near the shopping center by July 1, 2023.
The recommendation was made to implement the government’s decree issued in February 2021 on measures to ensure food security, stimulate entrepreneurial activity and expand sales opportunities for domestic products.
