The deluxe complex Mantera Seaview residence received the official status of a large-scale investment project being implemented in the federal territory (FT) Sirius, the press service of the Mantera Group of Companies told Kommersant. Thus, the dispute over the right to lease the site under the facility, initiated by the Prosecutor General’s Office, has been resolved.
In March 2023, the Arbitration Court of the Krasnodar Territory granted the application of the Prosecutor General’s Office of the Russian Federation in the interests of the administration of FT Sirius to invalidate the lease agreement concluded by Specialized Developer Sochi-Park Five Plus LLC in relation to the 10-hectare plot on which Mantera is being built Seaview residence (.pdf). The court found that the area, originally zoned for a sports facility, had improperly changed its permitted use to “hotel services.”
The developer’s press service reported that the administration of FT “Sirius” issued a construction permit. “Thanks to this document, as well as based on the results of public hearings that took place in 2023, we were provided with land plots for the implementation of the project and the fulfillment of social obligations – the creation of a city park and alley with social facilities around the complex. In general, a set of measures helped resolve the issue: public hearings, assignment of the status of a large-scale investment project, initiation of obtaining a construction permit,” said the developer. A park, leisure centers, a clinic, a congress center, and a five-star hotel with 400 rooms will appear on the site. The opening of the Mantera Seaview residence complex is scheduled for this year.
