The decline in loading on the Russian Railways network in 2022 may reach 4%, which is the strongest decline since 2009. This follows from the December review of the Institute for Natural Monopoly Problems (IPEM), which Vedomosti has read. The forecast is in line with loading dynamics in November, which, according to Russian Railways’ latest data, decreased by 4.1% to 103.5 million tons.
According to the IPEM review, the rate of decline in loading on the Russian Railways network in November was higher than in October by 1.1 percentage points. In December, the institute expects an increase in negative dynamics, but by the end of the year, the overall reduction in the cargo base will be better than the 5% expected by the monopoly, follows from the document. The representative of Russian Railways confirmed the relevance of the current forecast.
