The first banking license in 2023 may go to Bank Tochka LLC, which is associated with the Tochka fintech company, currently owned by the non-core assets bank (BNA) Trust. The main activity of the new bank will be the provision of remote services and services to small and medium-sized businesses. BNA hopes that obtaining a banking license will increase the value of the asset, which is currently being negotiated with investors.

Bank of Russia He has made a decision on the state registration of Bank Tochka LLC and the issuance of a universal license to carry out banking operations with the right to attract deposits of funds from individuals and to carry out operations with precious metals. The Federal Tax Service of Russia for Moscow on January 10 already made an entry in the Unified State Register of Legal Entities on the state registration of the bank.

At the same time, the license for Bank Tochka LLC will be issued by the Bank of Russia after payment of the authorized capital. According to the law “On banks and banking activities”, its minimum amount is set at 1 billion rubles. However, a year ago, receiving universal license by Ekom-bank (owned by Ozon holding), its authorized capital was formed in the amount of 3.6 billion rubles.

Data on who owns the shares in Bank Tochka LLC are not disclosed in the Unified State Register of Legal Entities. At the same time, in Trust Bank, which redeemed 90% of Tochka JSC from FC Otkritie bank at the beginning of last year (the deal amounted to 20.9 billion rubles, according to the presentation of FC Otkritie bank), noted that they were “interested in the development of this asset and believe that obtaining banking license will increase its value.” In “Trust” notedthat they are planning to “sell this asset” and are negotiating with investors, but “at the moment there are no decisions that we are ready to comment on.”

In addition, Andrey Zavadskikh, CEO of Tochka JSC, said that the banking license “will allow us to fully control the entire service cycle: be more flexible in decision-making, expand and improve our product line faster.” At the same time, he hopes to “return his application to the application stores and fully restore services for foreign economic activity.”

The Central Bank notes that the main activity of the bank will be the provision of remote services and services to small and medium-sized businesses. Tochka JSC believes that already in the first half of this year, Tochka Bank will be able to open new accounts on its own license. At the same time, as the company explains, for customers who were served at the FC Otkritie bank, the account numbers will remain the same, the BIC and correspondent account will change to the details of Tochka Bank LLC. At the same time, customers with accounts in Qiwi will remain with the same details.
