Improvements to the software will allow Rosfinmonitoring to create and maintain a special registry in which the wallet address will be linked to its intended owner, adds Mikhail Uspensky, member of the expert council of the working group on cryptocurrencies of the State Duma. To date, the developments of Rosfinmonitoring, which, according to representatives of the department, are associated with tracking cryptocurrency transactions, are not in the public domain, says Andrey Tugarin, managing partner of GMT Legal. From the annual reports of the department until 2021, it follows that it actively interacted with foreign partners in this work.
The quality of the tender execution largely determines the toolkit of Rosfinmonitoring, which it will be able to effectively use and share with other competent authorities, Mr. Ogienko believes. “At the same time, in the current geopolitical conditions (taking into account numerous sanctions.— “b”) it will not be easy to ensure the updating of the Russian database, its coordination and updating with the world’s analytical systems of the crypto industry in real time,” he added. In particular, the department needs to “interact with services that are registered in states that do not apply sanctions against the Russian Federation,” Mr. Tugarin emphasizes.
In the world, similar systems have been collecting and processing billions of suspicious and illegal addresses for more than a year, they are able to analyze relationships and cluster by risk, Dmitry Machikhin, CEO and founder of BitOK, explains. However, the module under development will not be able to become an analogue of Crystal and Сhainalysis, since the declared tender amounts are insufficient to copy their functionality, as well as the specialists who can implement this, “piece goods and they all work in leading foreign companies,” he believes. At the current stage, Mr. Ogiyenko clarifies, logical blocks under the control of artificial intelligence are being more actively introduced in foreign analytical systems, more advanced processors and supercomputers built on the most advanced chips are used.
